Position Summary:   

OWSDF is seeking a motivated and experienced Protection Officer to join our team in Bokh, Doolo Zone, Somali Regional State. The Protection Officer will play a vital role in implementing protection initiatives aimed at safeguarding vulnerable communities and promoting resilience. 

Key Responsibilities:   

  • Implement protection activities in accordance with OWSDF’s strategic objectives and donor requirements. 
  • Conduct assessments to identify protection needs and vulnerabilities within the community. 
  • Develop and implement protection plans and strategies in collaboration with relevant stakeholders. 
  • Provide support and guidance to community members on protection issues, including human rights, gender-based violence, child protection, and access to justice. 
  • Monitor and evaluate protection activities, ensuring compliance with standards and guidelines. 
  • Build and maintain partnerships with local authorities, NGOs, and community-based organizations to enhance protection mechanisms. 
  • Contribute to reporting and documentation of protection-related activities and outcomes. 
  • Support the overall implementation of Protection in emergencies programming in the project area, ensuring compliance with OWSDF policies, international standards, and donor requirements within agreed timelines. 
  • Develop and deliver capacity-building initiatives on protection and Gender-Based Violence (GBV) for OWSDF response teams, emphasizing protection mainstreaming and GBV risk mitigation. 
  • Prepare progress reports and ensure effective communication between OWSDF, donors, and stakeholders on program operations. 
  • Analyze protection-related trends and issues to identify strategic funding opportunities and support programmatic decision-making. 
  • Identify donors’ priorities and develop project proposals aligned with governmental needs, donors’ priorities, and OWSDF’s mandate and strategy. 
  •  Contribute to the development of monitoring and evaluation plans to measure the effectiveness of protection mainstreaming initiatives and recommend improvements. 
  •  Manage information on program activities, including awareness-raising and visibility efforts, in coordination with relevant stakeholders. 
  • Participate in conferences, workshops, and technical working groups to enhance coordination and present OWSDF’s activities effectively. 
  • Perform other duties as assigned, ensuring effective contribution to OWSDF’s mission and objectives. 

Qualifications and Experience:   

Education 

  • Master’s degree in law, International Relations, Social Sciences, International Development, or a related field from an accredited academic institution with 3 years of relevant professional experience; or, 
  •  Bachelor’s degree in the aforementioned fields with five years of relevant professional experience. 

Experience 

  • Strong understanding of protection principles, standards, and frameworks. 
  • Proven experience in conducting assessments, developing protection strategies, and implementing interventions. 
  • Proven experience in program management, implementation, and project development. 
  • Previous direct implementation experience in protection interventions, particularly Gender-Based Violence (GBV), is essential. 
  • Demonstrated ability in managing teams, providing mentorship, and delivering training. 
  • Experience in emergency settings with a comprehensive understanding of UN program/project life cycles. 
  • Preferred experience with international or local NGOs. 
  • Work experience in the Region is advantageous. 
  • Excellent communication, interpersonal, and facilitation skills. 
  • Ability to work effectively in multicultural and challenging environments. 

Languages: 

  • Fluency in English and Somali languages (written and spoken) is required.
